Keter denies fraud charges, freed on Sh2 million bail

Nandi Hill MP Alfred Keter and two other charged of forging Sh633 million Treasury Bill have been temporarily released on Monday morning.

Keter, businessmen Arthur and Mr Madat Saburali were released on Sh2m cash bail after denying all charges at Milimani Law Courts today morning.
The three were arrested last Friday at Central Bank of Kenya headquarters in Nairobi as they went to push for the payment of treasury bills worth Sh633 million.

Chief Magistrate Francis Andayi released the three on either Sh2 million cash bail or Sh5 million bond each.
Keter, alongside Sakwa and Madat Chatur were accused of attempted theft after they presented the Treasury Bills which they intended to cash for that amount.
They were interrogated at Criminal Investigations (DCI) headquarters in Kiambu before being moved to Muthaiga Police Station where they were held until today.

According to CBK’s Director of Communications Wallace Kantai, the three presented a set of forged Treasury Bills which were purportedly issued by the CBK a couple of years ago, in their claim for redemption. They claimed that the certificates were issued against cash they lent to state in February 5th 1990.
They were accused of presenting another forged Treasury bill valued at Sh347 million the same day.
The magistrate ordered that the MP be allowed unlimited access to his phone in the presence of detectives at the Directorate of Criminal Investigations.

He also directed the lawmaker to make formal application to Safaricom for his SMS conversation with the CBK governor since November 2017.
Mr Keter’s phone was confiscated at the time of arrest but he had requested the court to have it returned to enable him prepare his defence.
On their part, the accused asked to be given all witnesses statements and other documents to be used during trial, which the prosecution said they had no problem doing so.

On Saturday, a section of Rift Valley politicians condemned the arrest of Keter terming it an attempt to intimidate and silence the legislator. They also warned President Uhuru Kenyatta that his legacy will take a nosedive if government agencies continue to disrespect the rule of law.
The case will be mentioned on June 4.
